About the Founder
Stephen R. Melvin, PE CSP CPP is an internationally noted expert in the field of Security, Risk and Safety and has been active in the field for over 16 years. He is a registered Professional Engineer, a Certified
Safety Professional, and a Certified Protection Professional. He led a
diverse team in reviewing, analyzing and
making anti-terrorism recommendations for nearly 30 water systems with
a
combined population of over 1.5 million residents. Mr. Melvin pioneered
the implementation of Sandia National Labs' Risk Assessment Methodology
for Water Utilities (RAM-WSM) for water agency Vulnerability
Assessments and oversaw the development of Emergency
Response/Operations Plans for these water agencies to comply with the
Bioterrorism Act of 2002 and other requirements. Mr. Melvin also helped
Sandia develop their Methodology for performing Vulnerability
Assessments on Chemical Facilities (VAM-CFSM). He served as the Fire
Safety Engineer for the Orange County Fire Authority's Hazardous
Materials Services Section (OCFA-HMSS) and as the co-chair for the
Administering Agency Subcommittee for California's Local Emergency
Planning Committee Region I (including the Counties of Los Angeles,
Orange, Santa Barbara, Ventura and San Luis Obispo). Mr. Melvin
currently serves as the Homeland Security Representative for
California's Local Emergency
Planning Committee Region VI (including the Counties of San Diego,
Riverside, San Bernardino, Inyo, Mono and Imperial County) and
represents the Chemical Sector for the Los Angeles Chapter of the FBI's
