We're still making the world safer!

Early June, I went and spoke again to theSan Diego CAER group on CFVA's.  This time, we were able to give them the updated information on the regulations.  We've developed a 4 hour training course that incorporates both ICS-100 (Introduction to the Incident Command System) and ICS-700 (
Introduction to the National Incident Management System.)  So it's still busy.  Our article on the Chemical Facility Vulnerability Assessment Regulations was  be published this month in the Journal of Environmental Management Arizona.  We're still trying to give you some bite-sized information that you can remember and use to make your little piece of the world safer. The bad guys still want to hurt anyone who loves the Red, White and Blue, and some of our political candidates are doing their best to help divide the country.  This upcoming election season, whatever your persuasion, please vote only for candidates who are trying to bring the country together rather than setting us at each other's throats.  Thanks again for your help in making this world a safer place!!!

London Police Defuse Bombs; Iraq Ploy Cited

LONDON, June 29 — London was gripped by a terrorist threat on Friday when the police found two Mercedes sedans packed with gasoline, nails and gas canisters that had been parked near Piccadilly Circus in the bustling West End entertainment district.

The car in which the suspected bomb was found being loaded today onto a removal vehicle.  The police defused both bombs, but had they exploded “there could have been significant injury or loss of life,” Peter Clarke, Britain’s senior counterterrorism police official, told reporters.

The Orange County Private Sector Terrorism Response Group in conjunction with the Orange County Terrorism Early Warning Group recently held a seminar at Oakley Headquarters titled: Then Terror Comes to Main Street.  It was based on the book by LTC Joe Ruffini of the same name.  Joe put on a great presentation and discussed many of the same ideas that Stephen puts forward.  Most interesting was a discussion on the events of the school hostages in Breslan, Russia.  Folks, if you want to see a model of how terrorists plan to cause a significant amount of terror in the US, look at Breslan.

We have developed a 4- hour, high-speed, low-drag, training class incorporating the principles of ICS-100 and ICS-700.  Normally, each of these classes is 8 hours.  By condensing them both into a four hour course, we have been able to reduce the amount of time required to be spent by jurisdictional employees by 12 hours per person.  For more information on this class, please contact us at: info@oursafetowns.com

November 6-8 - Stephen will be speaking (Nov 7) on the new Chemical Facility Vulnerability Assessment Regulations at the EPA Western Regions' Emergency Prevention and Preparedness conference -- along with the mid-year National Association of SARA Title III Program Officials (NASTTPO).  The combined meeting will be held on November 6 - 8 at the Tuscany Hotel in Las Vegas, Nevada.  NASTTPO will be meeting on Tuesday, Nov. 6.  The combined agenda for NASTTPO with EPA is on Wednesday, Nov 7.  The EPA Western Regions conference will continue on Thursday, Nov. 8.  These meetings are part of the 11th annual HazMat Explo that will be held Nov. 5 - 8 at the Tuscany.  The website is not up yet, but we'll provide a link for you when it is.

What lies ahead?

So we're in the final edits of the e-book: Keeping Our Chemical Facilities Safe.  The  book should explain everything you need to know about the new Homeland Security regulations requiring vulnerability assessments by chemical facilities. Useful Information

The Office of Public Affairs of the U.S. Department of Health and Human Services (HHS) and the Centers for Disease Control and Prevention (CDC) have developed messages and other resources for federal, state, local, and tribal public health officials to use during a response to an emergency. 

These include:
   1. Short and extended messages offering health and safety information for the first hours
   2. Radio scripts, slates, B-roll and sound bites to aid with media outreach
   3. University research reports that formed the groundwork for these materials

The extent of the resources varies for each agent. There are four categories of terrorism agents:
     1. Bioterrorism agents
     2. Chemical agents
     3. Radiological Emergencies
     4. Suicide bombs

Safety Tip

After hurricanes Katrina and Rita a couple of years ago, authorities changed their long standing policy of suggesting that people be prepared to be self-sufficient for 48 hours to telling people to ensure that they can handle an emergency for up to 96 hours.
