This is the February 2007 Community Safety/Security Newsletter for people who are interested in making their homes, families, workplaces, neighborhoods, and communities safer.  

BIG NEWS! (Continued again!)
As we mentioned before, the Department of Homeland Security came out with a preliminary rulemaking requiring chemical facilities to perform Security Vulnerability Assessments.  Last month we posted our comments on the regulations (which can still be downloaded here), over the past month, Stephen Melvin has given two presentations on the topic.  To receive the slides from the presentations, please email us at: info@oursafetowns.com. This month we're introducing Mr. Bill Benson to you.  He's signed on to help us produce the newsletters, so next month you'll hopefully see his picture to the right.  Bill comes to us with over 10 years of experience in the security and safety fields.  He was one of the original folks who set me on the path to the Security side of things (back in '96, when we were doing safety assessments) and they are currently working on a new book together.  I'll let him tell you a bit more about himself next month.

Iraq Insurgents Employ Chlorine in Bomb Attacks

BAGHDAD, Feb. 21 — A truck bomb that combined explosives with chlorine gas blew up in southern Baghdad on Wednesday, and officials said it might represent a new and deadly tactic by insurgents against Iraqi civilians.

The Reach of War

It was at least the third truck bomb in a month to employ chlorine, a greenish gas also used in World War I, which burns the skin and can be fatal after only a few concentrated breaths. The bomb killed at least two people and wounded 32 others, many of them sent to hospitals coughing and wheezing, police and medical officials said.

What lies ahead?

Bill Benson and Stephen Melvin are collaborating on a new e-book: Keeping Our Chemical Facilities Safe.  We expect to release it shortly after the new Chemical Facility Vulnerability Assessment Regulations are finalized.  It will detail the implementation of the RAMCAP methodology (called out in the regulations) and will address the differences between that methodology  and those developed by API, Sandia National Labs, and AIChE.  We'll keep you posted on the release.

Keeping Our Schools Safe is progressing. 

We have begun offering consulting services under the SRM Associates banner.  Emergency Response Planning for businesses, agencies, and communities.  Tabletop exercises, vulnerability assessments, safety assessments, etc.  Many of you have worked with us in the past, so you know the type of things that we do.  It is our intention to work with businesses and agencies that truly wish to improve their ability to prevent, respond to, and recover from a disaster.  We find ways to make your community safer, while working to make your job easier.  We help to find grant funding for emergency preparedness programs and often, can help you accomplish your project with little to no money out of your budget.  If you are interested in working with us directly to make your community, business, or agency safer, please contact us at: info@oursafetowns.com.

Useful Information

At the recent Inland Empire Private Sector Terrorism Response Group meeting we previewed a movie called "Obsession: Radical Islam's War Against the West."  It was an excellent movie, and we highly recommend viewing it if you get a chance.  It makes an excellent case for moderate and liberal Muslims to step up and help combat the Islamic Fascism that is currently dominating much of the Middle East and is winning converts in the US and Europe.  It also draws some significant parallels between the German and Italian fascists during the 1930's and troops currently lining up for attack in Middle Eastern Countries.  To learn more about the movie, go to this website: www.obsessionthemovie.com.  To learn more about how to become active in combating these philosophies, go here.


Safety Tip

Keep your gas tank at least half full.  In an emergency, often the electricity stops working which means that you cannot pump gas.  Keeping a half of a tank will make it easier for you to evacuate if you need to do so.
